Malta · MPRP · permanent from day one
Malta Permanent Residence
The only major EU programme that hands you permanent residence immediately — for life, for up to four generations under one application. No temporary stage, no stay requirement, English-speaking, in the middle of the Mediterranean.
Why Malta
8 things the MPRP buys
No 2-year cards, no renewal anxiety: the status is lifelong from approval — only the plastic card refreshes every 5 years.
Four generations, one file
Spouse, children, parents and grandparents of either spouse — no age limit on adult dependants. Nobody else in Europe stacks a family this deep.
90 days in any 180 across the Schengen Area, from an English-speaking EU base 3 hours from every European capital.
Keep the qualifying address, hold the status from anywhere — Malta never asks you to live there.
Remittance-based taxation
Non-domiciled residents can be taxed only on income remitted to Malta — one of Europe's cleanest legal tax positions, planned properly.
Contracts, banks, schools, courts — everything runs in English, the EU’s only fully anglophone base.
Spouse & minors free
The 2025 reform zeroed their fees — a family of four pays the same government charges as a single applicant.
Move in before approval
A 1-year temporary permit mid-process lets the family relocate while the file completes.
One application, four generations

The structure
One programme, two property routes
The 2025 reform (Legal Notice 146) unified the old split contributions into one flat structure. The government payments are fixed; the property choice is yours:
Rental route
Lease a qualifying home in Malta or Gozo at €14,000+ a year for 5 years (~€70,000), after which you simply maintain a residential address. The lowest cash commitment into EU permanent residence that exists.
| Administrative fee — main applicant | €60,000 |
| Government contribution (flat, rent or buy) | €37,000 |
| NGO donation | €2,000 |
| Adult dependant fee (adult children, parents, grandparents) | €7,500 each |
| Rent, 5 years minimum | €14,000+ / year |
Purchase route
Buy a qualifying residential property at €375,000+, held at least 5 years — same government fees, but the biggest cheque becomes an asset you own in one of Europe's steadiest property markets instead of rent that's gone.

Procedure
Seven steps to lifelong status
Post-reform reality: 6–12 months, with a 1-year temporary permit available mid-process if the family wants to relocate sooner.
Malta runs a four-tier state vetting — we run the same screens first, free, so the file enters clean.
Documents & asset evidence 3–6 weeks
Identity, family, source-of-funds and the €500k/€650k asset proof — assembled to the Agency's standard, in English.
Filing via licensed agent days
MPRP applications are accepted only through accredited agents — your file goes in through our licensed Maltese partner, named in your engagement letter.
State Due Diligence 4–8 months
The Residency Malta Agency's four-tier check on every applicant over 14. Files we pre-screened pass quietly — that's the point of step 1.
Approval & contribution within 8 months
Letter of approval in hand, the €37,000 contribution falls due — after approval, never before.
Property & biometrics 4–8 weeks
Lease or purchase completed, insurance in place, one family trip to Malta for fingerprints.
Cards — then almost nothing for life
PR certificates and cards issue; the card renews every 5 years, the property obligation relaxes to "maintain an address" after year 5, and the status simply is.
The honest map
What the Malta Permanent Residence brochures skip
- €99,000 never comes back — admin fee, contribution and donation are sunk by design; only the purchase route converts the big cheque into an asset
- Crypto is expressly excluded from the liquid-asset test — the €150k/€75k must sit in deposits, bonds or listed shares (we restructure crypto wealth into qualifying form first)
- PR is not a passport: Maltese citizenship by naturalisation is discretionary and slow — if the passport is the goal, that's a different conversation (we'll have it honestly)
- Assets are monitored yearly for the first 5 years — this is a compliance relationship, not a one-off payment
Why it wins families anyway
- The cheapest permanent EU status in existence — and the only one that takes grandparents
- 2025 reform made it faster (6–12 months) and simpler: one flat contribution, spouse and minors fee-free
- A 1-year temporary permit mid-process lets the family move before final approval
- English-official, remittance taxation, and the EU's sunniest capital
FAQ
The questions that decide Malta Permanent Residence files
Is it really permanent — what renews? +
The status is for life from the approval; only the residence card (the plastic) is reissued every 5 years, like renewing an ID. After year 5 the qualifying-property rule relaxes to simply maintaining a residential address in Malta.
What do the €500k/€650k assets mean — do I spend them? +
No — they're demonstrated, not spent, and can stay in your home-country accounts. Track A: €500,000 total with €150,000 liquid; Track B: €650,000 with €75,000 liquid. Held and monitored for the first 5 years. Note: crypto doesn't count as liquid — we convert and season it into qualifying form first.
Rent or buy? +
~75% rent: €70,000 over 5 years is the cheapest door into permanent EU status. Buying at €375,000+ costs more upfront but ends with an appreciating Maltese asset instead of receipts. We model both against your liquidity and exit horizon on the first call.
Can my parents and grandparents really join? +
Yes — of either spouse, no age limit, at €7,500 each, provided they're principally financially dependent on you. One caveat from practice: adult dependants with significant income or shareholdings of their own can be refused as "not dependent" — we test this at Stage 0, not at the Agency.
Will I owe Maltese tax? +
Not by holding the status. If you choose to become tax-resident, Malta's remittance basis means non-domiciled residents are taxed only on Malta-source income and foreign income actually brought in — one of the EU's cleanest positions when structured properly.
How does this compare to Malta's citizenship route? +
Different products: MPRP is residence (€169k+, 6–12 months, for life); citizenship is the passport — and Malta stopped selling it in 2025; what remains is a discretionary merit grant with no price, or ordinary naturalisation after years of residence. Families often run MPRP first for the immediate status, then assess the citizenship track from inside.
The Valletta + Caribbean play
Malta solves Europe permanently — but the passport question stays open. Clients who want both run the MPRP for the lifelong EU base and a Caribbean citizenship in 6–9 months for the travel document — and, after years of genuine residence, apply for Maltese naturalisation. We sequence it on one call.
